How to EV/IV perfect in 4.0? (for a casual)

Heya - first time I’ve played radical red and having a blast. I’m trying to format my mons based off of smogon builds, but I must admit I’m a noob when understanding the IV/ EVs stuff. Take my Meowscorada for example - smogon says I should go for 252 Atk / 4 SpD / 252 Spe, how should I do this? I’ve visited the EV perfector in celadon and bought perfect stats for it, but when I look into the EV IV page the numbers are all over the place... Pls help!
Top Comment: You mixed up IV and EV values in your post, atleast if you paid to max them your IVs should be at 31 across the board. IVs are innate in standard Pokemon, meaning they are permanent from the moment you obtain a Pokemon, but in Radical Red you can max them out for 350.000 $ in Celladon City. EVs can be gained through grinding. In radical red you have a couple options to do that. First there is a house in Saffron city where you can reset your EVs to 0 and also buy items that help EV grind more efficiently. Then there is a Trainer in Lavender Town that lets you Exp/EV grind and with the EV held items it's faster to do as well. Second is to get EV consumable items like Carbos, Protein etc. These are pretty expensive so keep that in mind. If you don't care about that aspect you can simply cheat them in too.

Recent article showed up about development issues with latest Mass Effect, how some come from Bioware switching to Frostbite and engine not well suited for their games.

This is more intended for people familiar with programming/ game development...how exactly does CDPR's own engine compare to other, popular ones ( Fox, Unreal, CryEngine, Frostbite, Snowdrop, Unity, Decima, etc...) ?
Can it be adapted to simulate a sandbox and object interactivity like in Bethesda games? Extensive Modding tools? When it comes to driving/physics, destructible environments, First person shooting mechanics, better cut scene transition, etc...

They certainly dont reveal too much about it but CD Projekt's REDEngine is very specialised. They invest a LOT in advanced tools. REDEngine III was able to generate virtually all the cutscenes in Witcher 3 on its own, with gestures and facial animations. REDEngine IV promises to revolutionise the cutscene by making it more interactive for the user and being able to render a world with graphics similiar to that of the CGI trailer, at minimal performance loss. Not to mention this will be the first(?) game with functioning and operable flying cars.
This video is great. It shows how Mass Effect: Andromeda's strange bugs were due to engine not lipsyncing properly and goes into some detail on the cool features of REDEngine III.
edit: Cyberpunk 2077 was actually being developed on REDEngine III up until 2016, where the team upgraded to REDEngine IV and had to scrap the preproduction assets. So we know this game will have some dope fresh features.
